Case Manager Supervisor

Location: Austin

The case manager supervisor for the foster care and adoption program is responsible for overseeing the delivery of all services by case managers and senior case managers, which are consistent with the PCHAS philosophy of care as expressed in the PCHAS way, service level requirements, Texas minimum standards and guidelines for child placing agencies, RCCL contracts, council on accreditation standards, and best clinical practices. The case manager supervisor for the foster care/adoption program will provide administrative supervision of the foster care and adoption program in conjunction with the foster care/adoption program director.

Core Responsibilities:

  • Determines staffing needs in conjunction with the foster care and adoption program director by participating in hiring, supervision, evaluation and dismissal of case management staff. Responsible for assigning cases to case management staff.
  • Responsible for monitoring the services levels of clients and coordinating the service level review process with youth for tomorrow.
  • Ensures youth have access to PCHAS preparation for independent living (PIL) services.
  • Participates and provides direction and oversight, as needed, in the admission and discharge process for youth entering and leaving the foster care and adoption program.
  • Oversees the review, edit and approval process for single child plans of service to ensure timely completion, maintaining the schedule and procedural process.
  • Review all senior case managers monthly and quarterly home monitoring reports and quarterly service plans for all specialized and treatment services children.
  • Oversees disruption mitigation plan along with case management staff and critical response team.
  • In conjunction with case managers, support staff, and PCHAS organizational impact team, is responsible for the maintenance and auditing of clients’ permanent case records.
  • Responsible for all local PMET related data collection.
  • Conduct information meetings in conjunction with home development team.
  • Assist in educating and training case managers in state standards, LOC standards, council on accreditation standards and effective clinical practices as well as assuring case management staff receive training to develop clinical skills in strengths focused, family centered, and goal driven strategies and interventions.
  • Provides administrative back up to the foster care and adoption program director.
  • Submit adoption and foster care billing, including any reports.
  • Oversees TDFPS licensing website to submit variances, new licenses and changes.
  • Responsible for intake and placement procedures.
  • Conducts all duties of the senior case manager when there is not one in place.
  • Reports suspected child abuse.
  • Performs other duties as assigned by the foster care and adoption program director.

Education and Experience:

  • Minimum of Master’s degree in human services, social work or psychology with minimum of 3 years’ experience preferred or
  • Bachelor’s degree in social work or other human services field and 4 years of experience in a child placement agency
  • Clinical experience
  • A valid Texas driver’s license
  • Licensure as a clinician in the state of Texas as an LMSW or LPC preferred.

Supervisory Responsibilities:

  • The case manager supervisor, in conjunction with the foster care and adoption program director will provide clinical and administrative supervision to the foster care and adoption program case management staff and support staff assigned.

Knowledge and Skills:

  • Understanding of PCHAS philosophy of care as expressed in the PCHAS way and trust based relational intervention (TBRI).
  • Excellent verbal and written skills as well as interpersonal skills.
  • Able to function as a leader, as well as participate as a team member.
  • Physically able to supervise and interact with children and youth.
  • Must be well organized, self-motivating, and able to prioritize and be accountable for time lines.
  • Treatment planning and behavior analysis skills required.
  • Good computer skills required.
